Hurricanes on the Atlantic side are tropical storms:  BIG tropical storms.  A tropical storm is named when it reaches 39 miles per hour. When they grow up to 74 miles per hour, they graduate to hurricane status. 

Meet The 2016 Hurricane FamilyWhy name storms? For tracking purposes and historical data collection, storms are named.  The names of especially destructive storms are retired to avoid any mix-ups in future data collection.

If all 21 names are used up and another storm squeaks in; the name will come from the Greek alphabet. If a storm forms outside of the hurricane season, it takes the next name out of the calendar year it is in. If it forms on Dec. 31, 2015, it takes the next name from the 2015 list.

There is a very specific format for naming names. 

According to the World Meteorological Organization: Since 1953, Atlantic tropical storms have been named from lists originated by the National Hurricane Center. They are now maintained and updated by an international committee of the WMO.

Originally only women’s names were used, (I’m not even going to go into the reasoning there; it was a long time ago).  In 1979, men’s names were  alternated with the women’s names.  Six lists of names are used in rotation. When a name is taken out,  (think Andrew, Katrina), the Committee selects a new name at its annual  meeting. They must have been busy scouting names in 2004; we had 4 hurricanes chew through Florida that year.
